This is blocked on purpose (except on special cases like not found fx or favorite or links) to avoid mistake. If your really need to delete, just delete the folder first on disk (open the Enable Folder) and you would be able to delete Fx after in FCPX Manager database, it will be in "Not Found" list if not anymore on disk, so could be deleted.
